On New Year's Day 1990, the Hong Kong Alliance in Support of Patriotic Democratic Movements of China (the Alliance) held the 1990 New Year's Day March for Democracy. About 20,000 people marched from Chater Garden in the Central District to Xinhua News Agency's Hong Kong bureau (Beijing's de facto representatives in Hong Kong). Marchers held up banners such as "Release the Democracy Movement Activists; Stop the White Terror", and "Long Live Democracy".

At the end of 1989, a bloody revolution had taken place in Romania, a client state of the Soviet Union; the revolution successfully overthrew the communist regime. The Alliance donated HK$180,000, obtained from charity candle sales during the New Year's Day March and the 1989 New Year's Eve Democracy Assembly, to the International Committee of the Red Cross. The proceeds were then transferred to the Romanian people.
