The violent arsenal of the autocrat includes not just soldiers to enforce martial law, but also many other groups. Public security, public prosecutors, and the courts in seemingly every medium and large city, and most small cities, participated in the crackdown, counting, and reprisals against those who joined the 1989 people's movement. Information from human rights organization the Dui Hua Foundation shows that, after the June 4th crackdown, more than a hundred people were sentenced to death; c. 15,000 were arrested and imprisoned, and many of those were tortured. Li Wangyang, Liu Xiaobo, Liu Xianbin, and others who participated in the 1989 movement have continued to resist and been repeatedly imprisoned as a result; some have even been persecuted to death. Among the 'stability maintenance' systems created after the June 4th crackdown, local law enforcement agencies have done their worst to erase any post-crackdown resistance, even trying to blot out all memory of the movement.
